Xpera Strengthens Québec Team with the Addition of Tonino Bianco
Montreal. Xpera Risk Mitigation & Investigation, an SCM Insurance Services company and Canada’s leading provider of investigation and risk solutions, is pleased to welcome Tonino Bianco as Quebec Regional Manager, strengthening Xpera’s commitment to serving the Quebec region.
Tonino Bianco is an accomplished tri-lingual investigator with a solid experience of more than 26 years in both police investigations and security prevention. During his 26 years with the Montreal Police force he has embraced different roles such as undercover operative, investigator, detective sergeant, as well as acting lieutenant detective for the proceeds of crime unit. In 2002 he was promoted to detective sergeant and was asked to join the Royal Canadian Mounted Police (RCMP) on the Combined Forces Enforcement Unit (CFSEU). This major international investigation, named Project Colisée, highlighted the group’s criminal activity and revealed many tentacles of organized crime. Since 2017 Tonino Bianco has been working as a risk management consultant for different companies, both in the private and public sector, offering a wide range of services and holds investigation licenses in both Quebec and Ontario.
Tonino’s experience in overseeing personnel and managing complex projects will serve him well in his role managing Xpera operations for Quebec. He will be responsible for overseeing quality assurance including the exceptional delivery of services from investigations through to client relationship management.

Tonino is a graduate of the École Nationale de Police du Québec and has studied at York University’s Osgoode Hall Law School.
